Is it possible to use two mice on a single PC simultaneously?

Yes, you can install two mice on one PC (USB oder Bluetooth).

My specific need is to have one mouse remain idle/stationary on a particular spot of a page (e.g., waiting for an update or a specific element to appear), while I actively use a second mouse on other desktops or pages.

I think this means you want to use two mouse pointers. No, you cannot use two mouse pointers on the PC.

Does the mousepad significantly impact mouse accuracy and pointing, or is its primary purpose just for better gliding?

For optical mice, a single-coloured and even background may be better. For laser mice, it doesn't matter at all.

Too bad I can't use two mouse pointers simultaneously: sometimes it's just too slow to click back to a previous spot after switching desktops.

I've checked, and mine is an optical mouse. I was asking about mousepads because I've seen many black ones and thought they might be better, but I don't want that since cat hair would be so obvious, haha.
